Lastly, he worked closely with engineers and clinicians at NIH to develop the clinical and research application of TELESYNERGY, a unique and state of the art telemedicine system. All of Frank's programs were focused on reducing cancer disparities among minorities and those of low socioeconomic status.. Because of the success of CDRP in increasing minorities on clinical trials throughout the country,, the program was awarded additional funds to expand minority participation in medical and surgical oncology clinical trials. In 2004, Frank received the National Institutes of Health Award of Merit from NCI Director, Dr. Andrew Von Eschenbach.

"For creation and implementation of the Cancer Disparities Research Partnership Program and the pioneering use of telemedicine for cancer research in health disparities populations."

While there, he developed, coordinated and oversaw all cancer programs, both hospital and clinic-based operations within nine counties of Northeast Pennsylvania, including the cities of Scranton and Wilkes-Barre. He was also the Director of the Frank and Dorothea Henry Cancer Center and a number of chemo infusion and radiation oncology centers throughout the nine counties.
